The Board will rely on various advisory committees to counsel it as one way to learn about the needs and desires of the District and its residents. The central purpose of all advisory committees is to contribute to the educational program by conducting studies, identifying problems, and developing recommendations that will help the Board in the decision making process. The ultimate authority to make decisions will continue to rest with the Board.
The Board may form citizens’ advisory committees at such times and for such specific purposes as the Board deems necessary. These committees are ad hoc committees. An ad hoc committee may be formed by board resolution which will outline the duties and purpose of the committee. The committee is advisory in nature and has no duty or responsibility other than that specifically stated in the board resolution. The committee will automatically dissolve upon the delivery of its final recommendation to the board or upon completion of the duties outlined in the board resolution. The board will receive the report of the committee for consideration. The board retains the authority to make a final decision on the issue. The committee may be subject to the open meetings law.
When possible, and when the necessary expertise required allows, members will be broadly representative of the community's population and will be chosen from among residents who have shown an interest in the topic to be studied, or who have a particular expertise relating to the topic. The committee members will consider the various viewpoints on the issue. The board may designate a board member and the Superintendent to serve on an ad hoc committee. The committee wil select its own chairperson, unless the board designates otherwise.
Once activated, the committee will report periodically to the Board, keeping it informed of progress and problems. The Board may designate the intervals at which it will hear from the committee, but any significant developments will be reported as they occur. No announcement may be made by any committee or its members to the public or press until such release has been cleared with the Board.
The Board will provide citizens' advisory committees (ad hoc) with a suitable meeting place and other required facilities until the Board dissolves the committees.

Ad Hoc Committee Purpose and Function
The specific purpose of each ad hoc committee varies. Generally, the primary function of an ad hoc committee is to give specific advice and suggestions. The advice and suggestions should focus on the purpose and duties stated in the board resolution establishing the committee. It is the board's role to take action based on information received from the ad hoc committee and other sources. Ad hoc committees may be subject to the open meetings law.
